Supports General Interrogation to the Broadcast Common address (FFFFx) as well as to individual addresses. Support added to Task Mode  for both Master and RTU Simulation

DNP3 Certification

Common Time Of Occurrence should be returned with Qualifier 7 (Count). Prior release was incorrectly coded for qualifier 0 (start/stop)

Corrected RTU simulation issue that would not report changes for Double points
